USCIS has deemed that existing EB-5 applicants cannot share the backlog-bypassing set aside quota

Such quotas are deemed available only to new applicants. This is of particular significance to Indian born applicants, as without the benefit of set-aside visas, they are likely to experience delays in the award of green cards.
